Abstract
Za svaku organizaciju pojava osoba koje prijavljuju nelegalnih radnji, tzv. „zviždača“, je nepoželjna pojava koja često eskalira do kriznih situacija. Zviždači o uočenim nepravilnostima često izvješćuju subjekte i institucije izvan organizacije kao što su financijska policija, novinari, zastupnici i drugi te su stoga korisni kako za organizaciju tako i za samo društvo. Njihova zaštita bila je, i još uvijek jest, predmet istraživanja i izvješća različitih međunarodnih organizacija. Ovaj diplomski rad bavi se ulogom zviždača u Republici Hrvatskoj te donosi smjernice i preporuke za razvoj sustava njihove zaštite u RH u budućnosti. Zakoni koji potiču, odnosno ohrabruju ljude da prijave korupciju koju vide ili na koju sumnjaju na svojemu radnom mjestu vrijedno su sredstvo u borbi protiv korupcije. S ciljem pojašnjavanja važnosti zviždača u radu su navedeni i opisani primjeri zviždača kao što su Julian Paul Assange, Edward Snowden, Maja Mileta, Ankica Lepej i Vesna Balenović, a koji pokazuju njihov doprinos društvu i status koji su te osobe zadobile nakon „zviždanja“.
Abstract (english)
For each organization, the occurrence of people who declare illegal acts, so called “whistleblower”, is an undesirable phenomenon that often escalates into crises. Whistleblowers report detected irregularities of organizations and report them to the financial police, journalists, representatives and others, and because of that, they are useful for the organization and the society itself. Its protection was, and still is, the subject of many researches and reports from various international organizations. This paper deals with the role of whistleblowers in the Republic of Croatia and provides guidelines and recommendations for the development of their protection system in the Republic of Croatia in the future. Laws that encourage people to report the corruption are valuable tool against corruption. In order to explain the importance of whistleblowers, this paper provides examples of whistleblowers such as Julian Paul Assange, Edward Snowden, Maja Mileta, Ankica Lepej and Vesna Balenović which show their contribute to the society and position gained after “whistleblowing”.
